This page replaces the January 2026 draft titled “AI Safety Licensing Agreement”, which described certification marks and a licence to operate AI systems. CSOAI does not certify, does not issue conformity marks, and does not authorise anyone to operate an AI system. A deal is not binding until Nick countersigns a licence manifest.

This is a measurement credential. It is not a certification, endorsement, or conformity mark, and must not be presented as one.
We measure. We sign. We re-attest. Verification is free forever. Nobody ranked pays. Humans never pay to verify or to report. Regulators use the public rail at no charge. A vendor may license data; a vendor can never buy a score.
1. What is licensed
CSOAI licenses signed measurement evidence and measurement-derived data. The negotiable object is a licence manifest identifying the dataset or feed, the scope, the term, and the fee. These standing terms are what that manifest references.
- Run / re-attest — a named-system measurement or re-attest loop when the law or the model moves.
- Council Ledger — signed receipts and evidence packs for a named system or a recurring feed.
- Council Data — Q/A rows, preference pairs, safety incidents, each with provenance back to a measurement card.
2. What is never licensed
- A certification, conformity mark, or authorisation to operate an AI system.
- A public rank, grade, or league table — those are not for sale.
- The signing key. Keys stay in the signing node.
- The right to present a measurement as a notified-body decision under the EU AI Act or any other statute.

Binding figures live on the countersigned manifest, not on this page. Stripe Checkout links from earlier catalogues do not sell access to the rail and a grade is never sold. Until live-flip, paid SKUs are on enquiry.

5. Permitted use
- Hand a signed evidence pack to an insurer, buyer, board, or competent authority.
- Internal evaluation, research, and training on licensed Council Data.
- Cite CSOAI Ltd (Council of AI) + dataset or card content_id.
- Embed the free verify badge, which goes green only when the bytes are true.
6. Prohibited use
- Presenting a measurement as a certification, accreditation, or conformity assessment.
- Paying, or being paid, to alter a public rank.
- Republishing licensed data as a standalone dataset without a separate licence.
- Displaying any certified-by-Council mark. No such mark is issued; we do not certify.
7. Term
Verify is perpetual and free. Run / re-attest, Ledger, and Data: as the countersigned manifest. 60 days’ notice to non-renew a paid term. The site is the page, not an invoice SKU.
8. Firewall
The commercial team does not set scores. The measurement analysts do not take money from ranked entities. Capture of either side kills the asset.
9. Governing law
Laws of England and Wales. Mediation, then arbitration in London.
