Council Signal: How Governance Measurement Works

Council Signal is the measurement backbone of the Council of AI. It asks how a specific governance claim can be tested instead of merely asserted. Published GSPC items use frozen banks and deterministic scoring; selected results are issued as Ed25519-signed cards that a third party can verify. The current board state comes from GET /api/gspc. Ties remain ties and unmeasured cells remain explicit. A signed card binds specific bytes and a signer; it does not certify a model as safe or imply a Council vote.
